Berdasarkan rumor, hotel ini dirancang oleh pria keturunan Brasil bernama Fritz Joseph Pinedo. Pinedo diduga menyelesaikan penggarapan hotel ini selama 15 tahun. Hotel Niagara pada awalnya dirancang bukan untuk menjadi sebuah hotel melainkan villa. Villa tersebut dibangun atas keinginan seorang pengusaha Tionghoa bernama Liem Sian Joe.

Pada masa itu, villa yang dibangun di kawasan Lawang terbilang cukup banyak. Pasalnya Lawang pada saat itu menjadi salah satu kawasan asri dengan udara yang sejuk sehingga banyak sekali orang yang menjadikannya sebagai lokasi berlibur.

Tak lama dimiliki oleh Liem Sian Joe, villa tersebut akhirnya berpindah tangan kepada pengusaha Tionghoa lainnya bernama Ong Kie Jay. Villa tersebut kemudian direnovasi dan diubah menjadi sebuah hotel yang hingga kini dikenal dengan nama Hotel Niagara.

Kisah angker seputar Hotel Niagara seolah-olah menjadi makanan hangat yang tak pernah dingin. Berbagai kisah tentang kemunculan hantu selalu menghiasi cerita yang muncul terkait dengan hotel ini.

Suasana klasik dan beberapa bagian hotel yang tak terurus seolah-olah makin mengentalkan citra angker dari hotel ini. Gaya bangunan tua yang disisipi dengan bagian atas bangunan yang kini tak lagi digunakan membuat kisah seputar kemunculan makhluk alam lain di hotel ini seolah-olah terasa nyata.

Selain kedua kisah tersebut, kisah tentang Three Beautiful Ghost juga masih menjadi pembicaraan hangat. Kisah tersebut melibatkan tiga hantu gadis Belanda yang menempati sebuah kamar yang memang sengaja tak dibuka di lantai tiga.
